Opioid Harm Reduction & Overdose Prevention • Social Work

 

Lucas Hill earned his Doctor of Pharmacy degree from the University of Missouri–Kansas City before completing a two-year primary care residency and faculty development fellowship at the University of Pittsburgh. Dr. Hill is now a clinical assistant professor at the University of Texas at Austin College of Pharmacy. He provides patient care and precepts learners at the CommUnityCare Southeast Health & Wellness Center. While he spends most of his time helping patients manage chronic diseases like diabetes, Dr. Hill is also passionate about the integration of behavioral health and addiction treatment in primary care. He is Director of Operation Naloxone, a program that provides overdose prevention training and resources to students, health professionals, and the public. He also co-coordinates the Foundations for Interprofessional Collaborative Practice course established by UT Pharmacy, Nursing, Social Work, and Medicine. Dr. Hill is Faculty Advisor of the Student Pharmacist Recovery Network, Social Media Editor for iForumRx, and an affiliate of the Center for Health Communication.

Dr. Barnes is a graduate of the University of Texas at Austin College of Natural Sciences and College of Pharmacy (BSc Zoology, 1985; PharmD 2005; pharmacy specialty residency in internal medicine 2006). He earned a certificate as an Emergency Medical Technician (EMT) at UT in 1984 and completed his paramedic (EMT-P) training in 1990 while employed by the City of Austin EMS department. He served on the faculty of Austin Community College in the Emergency Medical Services Professions program from 1991-2001. Dr. Barnes previously served as an Assistant Professor of Pharmacy at the University of the Incarnate Word in San Antonio from 2006-2009. He also held appointments as Clinical Assistant Professor in the School of Health Professions, The University of Texas Health Science Center at San Antonio and as a Clinical Pharmacy Specialist at the South Texas Veterans Audie L. Murphy Memorial Hospital. In 2015, he was elected to the board of trustees of the TMF Health Quality Institute. In 2016, he was appointed to the Texas Medicaid/CHIP Drug Utilization Review Board.

 

Lori Holleran Steiker Ph.D. has been a professor at University of Texas at Austin (UT) School of Social Work since 2000 and she has taught undergraduate and graduate courses in the areas of group, family, and substance use disorders including a signature course entitled “Young People and Drugs”. Dr. Holleran Steiker has 30 years of expertise as an addictions social worker; trainer/educator; and researcher providing scientifically-grounded, empirically-tested approaches to prevention and treatment interventions. She has been foundation and federally funded (e.g., NIDA and SAMHSA) and is an interdisciplinary leader at the University of Texas in the area of substance use disorders socio-behavioral research.  She is the Founder and a Board Member for University High School, Central Texas’ first recovery high school, and serves as the faculty liaison for the University of Texas at Austin’s Center for Students in Recovery (CSR) and the UT Drug and Alcohol Peer Advisors (DAPAs).  She is a co-founder of Operation Naloxone (ON) along with Mark Kinzly and Dr. Lucas Hill. Dr. Holleran Steiker has authored or co-authored over 100 articles, book chapters, and reports that coalesce around culturally-grounded substance misuse prevention/intervention, recovery interventions, and opioid misuse and overdose prevention. Most recently, she authored Adolescent Substance Abuse: Prevention and Intervention (2016). Dr. Holleran Steiker has received numerous honors including the Texas Exes Award for teaching excellence, Outstanding Investigator Award from the UT Austin Center For Health Promotion & Prevention Research (CHPR), Padgett Early Career Achievement Award from the Society for Social Work And Research, Outstanding Leadership Award from the University of Texas Center for Students in Recovery (CSR), the National Council on Social Work Education’s Distinguished Recent Contributions Award, and UT System Regents’ Award for Excellence in Teaching. She has recently been appointed Director of Instruction, Engagement and Wellness in Undergraduate Studies tasked with infusing wellness initiatives into undergraduate education. 

 

Mark Kinzly has worked in the field of Harm Reduction and Public Health for the past 27 years bringing innovative prevention interventions to the drug using and recovery community.  He is currently a national trainer and consultant on the issues of substance abuse ranging from HIV/AIDS and Hepatitis C interventions to the development of appropriate responses to the complexities of addiction including housing and syringe exchange and overdose prevention. He is a peer recovery coach and a patient navigator for individuals in the medical care system. Mr. Kinzly has worked as a Research Associate at the Yale University Schools of Medicine and Public Health, and he served as the Coordinator and Project Manager of a number of the National Institute of Drug Abuse funded studies. Mr. Kinzly has initiated and run needle exchange programs in many states, and was part of the New Haven needle exchange, the first legal needle exchange on the East Coast, in its early years. He worked and conducted trainings for the Corporation for Supportive Housing, a national organization that develops supportive housing for persons with histories of either addiction and mental illness. He is currently on the Board of Directors for the National Harm Reduction Coalition, serving also as trainer and expert on the advisory board for the North American Syringe Exchange Network. Mr. Kinzly is co-founder of the Texas Overdose Naloxone Initiative (TONI) that brings overdose awareness and trainings to the state of Texas. He has trained individuals from all areas of overdose prevention and education including law enforcement, active drug users, family/friends of drug users, medication-assisted recovery clinics, and educational institutions. He has the honor of being a member of the curriculum development team for overdose prevention education for the Substance Abuse and Mental Health Services Administration. He has also served on the Community Advisory Committee and Executive Committee at Yale’s Center for Interdisciplinary Research on AIDS.
